In November-December 2013, public association Echo conducted a survey of the level of knowledge about the opportunities for Almaty residents to participate in decision-making at the city level. The survey included an inquiry of citizens representing different population groups, in particular, students, representatives of NGOs, representatives of SMEs. In addition, a survey of experts - lawyers, political scientists, representatives of various public and commercial organizations was conducted.

The research in particular showed that:

  1. The main problems that prevent the active participation of citizens in urban governance are weak feedback between city authorities and society and the lack of openness and control over the decision-making process, the level of civic education of citizens is quite low.
  2. The intensification of civic participation in urban governance requires efforts, both from the side of society and from the city authorities.
  3. The Akimat and Maslikhat of Almaty should work more open, transparent and accessible to citizens.
  4. It is necessary to conduct broad public discussions on the most important urban problems.
  5. It is necessary to develop and implement city programs aimed at consolidating the society around the joint solution of the most acute urban problems.
  6. It is necessary to develop and implement city programs aimed at improving citizens' civic education.

At the round table, participants were acquainted with the results of this study and discussed various forms of influence of city residents on the decision-making process of the akimat.
