NGO "Echo" in partnership with 26 regional public organizations declared intention to implement, with the support of the "European Endowment for Democracy", a comprehensive monitoring of the forthcoming elections in the Republic of Kazakhstan. Monitoring will be a long-term (observation of pre- and post-election periods) and short-term (observation of the voting and vote-counting process).

In November-December 2013, public association Echo conducted a survey of the level of knowledge about the opportunities for Almaty residents to participate in decision-making at the city level. The survey included an inquiry of citizens representing different population groups, in particular, students, representatives of NGOs, representatives of SMEs. In addition, a survey of experts - lawyers, political scientists, representatives of various public and commercial organizations was conducted.

On August 5-9, 2013, elections of akims of cities of district significance, rural districts, settlements and villages that are not part of the rural district were held in Kazakhstan. Observation of elections of akims was conducted in five districts of five regions of the republic.

The early elections of the deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan were appointed on January 15, 2012 by the President of the republic on November 16, 2011, six days after the appeal of a group of parliament deputies to the president with a request to dissolve the Mazhilis and hold early elections. At the same time, on November 16, the Central Election Commission of the Republic of Kazakhstan appointed regular elections for deputies of Maslikhats on January 15.
